The 2010 Kashy Formula Windsurf Festival will be held from April 29th, 2010 - May 2nd, 2010 at the beach front home of Melissa and David Kashy on York Point where the Poquoson River and Chisman Creek flow into the lower Chesapeake Bay in Seaford, VA, USA. Organizer and Hosts
This event is organized and hosted by Dave Kashy, BABA and WET under specified conditions laid down by the US Windsurfing Association

Venue & Conditions
Racing will take place on the Chesapeake Bay at Beach Kashy on York Point in Seaford, VA.
Wind conditions are typically light to moderate thermal breezes to full on Nor'easters.
Average air temperature: Low is 50F and Air high 75 F (10C - 24C)
Average water temperature: 55-65 F / 13C- 18C
Average wind speed: predominantly SW-E-NW with a typical Easterly thermal (but not guaranteed) in the afternoons of 12-15 knots this time of year

This event will be governed by the Racing Rules of Sailing 2009-2012.

All competitors shall be current US Windsurfing Members. Competitors may join US Windsurfing or renew their memberships on site or online at

Classes, Divisions & Equipment
Competition will be held in the following classes: Formula Class, Formula Experience, and Open/Longboard (any gear allowed).

Racing Conditions
The Formula class will race when winds are between 10 knots and 25 knots or at the discretion of the Principal Race Officer (“PRO”).
Formula experience will race in similar conditions at the discretion of the PRO
Open class will race in winds between 3 and 25 knots or at the discretion of the PRO

Formula Lightweight (less than 190lbs – on registrars scale)
Formula Heavyweight (more than or equal to 190 lbs – on registrars scale)
Formula Women
Formula Juniors (boys and girls 17 years or less)
Formula Experience
Open - Unlimited

Formula class competitors must register equipment at checking in accordance with Formula Class rules: (1) Formula Class board (3) Sails and (3) Fins (All models welcome ).
Formula experience – will loosely follow the FE experience rules.
Open is unlimited, if there are more than 5 racers then a 7.5 sail size limit class may be added

The top racers in each class will be crowned Kashy Fin - Formula Windsurf Festival Champion in that class. Awards may be given to the first 3 in each division.

It is the responsibility of each competitor to ensure that his/her sailboard and equipment conforms to Class Rules. Measurement and equipment checks may be made throughout the event.

Sail Insignias
All sails shall comply with Appendix B 2.4 Windsurfing Competition Rules of the RRS 2009-2012 ( Rule B 2.4(b) is changed to: The sail identification shall be in the central third of that part of the sail above the wishbone, clearly separated from any advertising. Commercially available typefaces giving the same or better legibility than Helvetica are acceptable.

Courses will be specified on the Official Notice Board.

Competitors take part in all races at their own risk. US Windsurfing, US Sailing, ISAF, FW Class, IWA, and the hosts, or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result. Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk.

The RRS Low Point scoring system (App. A2) will apply.

Protest Committee
A Protest Committee will be appointed.

Sailing Instructions
The 'SI’s' will be available at registration and the daily event schedule will be posted on the Official Notice Board each morning.

Television and Media
By registering for the event, competitors automatically grant to US Windsurfing, US Sailing and 2010 Kashy Formula Windsurf Festival, the right in perpetuity to make, use and show at their discretion, any motion pictures, still pictures and live, taped or filmed television, whether electronic or otherwise, and other reproduction or derivative of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.

Thursday April 29, 2010 –

  • Final registration on site and Clinic with Steve Sylvester, Ron Kern, Farrah Hall and Dave Kashy
  • Independent tune up with friends no organized racing.
  • Skippers meeting at dinner ~20:00

Friday April 30, 2010:
  • Starting of races possible between 09:00 and 19:00
Saturday May 1, 2010:
  • Open Class Registration 08:00-09:00
  • Starting of races possible between 09:00 and 19:00
Sunday May 2, 2010:
  • Free day, Racing possible, but unlikely! And at discretion of PRO and Organizer (see notes below)

1) A maximum 7 races will be raced, with a goal of completing all 7 before the party Saturday night at the Kashys’.
2) A minimum of one race shall constitute this regatta as a USW points event.
3) If 4 or more high quality races are completed on Friday and Saturday then it is unlikely that there will be any races Sunday. Thus Sunday will be used as a hang out day where attendees will be allowed to sail if they choose, or relax on the beach. The Chesapeake bay is a very cool place to do long distance cruises and if people of equal skill wish to gather in groups and go for long distance cruises it is required that at least one person in each group bring a cell phone in a water proof protective cover. A partial chart of the bay is located in the Kashy garage.


Lodging Options:

1. At Dave and Melissa’s place (the event site): camping space available on site, as well as space in the unfinished garage (which has its own bathroom, stove, sink and refrigerator (no heat or AC!). Please supply your own sleeping bags, etc., if you choose this option.

Hilton Garden Inn at Kiln Creek in Newport News: 11.2 miles from event site, approx. 23 minutes driving. To book your reservation online, click here. Note : Check-in time is after 3PM; cancellation policy is 48 hours prior to arrival date. Late cancellation fee will apply.
Each guest will be provided a Breakfast Coupon for each night of their stay that affords them the opportunity to purchase a Full American Breakfast inclusive of tax and gratuity at a special rate (Omelet Chef included). Breakfasts start at 06:00 M-F and 7:00 Saturday and Sunday.

Special NOTE
Please check all your gear for sand burrs and remove them prior to arrival. At present my yard has NO burr grass, but with windsurfers transporting equipment from all over, there is a high likelihood that some burrs will arrive and then I will battle them forever! THANKS, Dave.
